[1/2] kernel32: Process OutputDebugString events like regular exceptions. (try 2)

These two patches replace 105196. Patch 105197 is still valid and can be
applied afterwards.

try 2: Instead of converting exceptions to debug events in the
wineserver, this is now done in WaitForDebugEvent() on the client side.
