dwrite: Return S_OK from AnalyzeNumberSubstitution()

Apparently .NET 4.5 applications are aware of dwrite, and WPF is using 
analyzer. I tried to write some tests for this method, but failed to 
make it call a sink, played with different locales without any progress. 
If anyone knows how to make it work for Arabic for example (I mean a 
test case, not implementation), please share.

For now return S_OK, pretending that no substitution occurred.
