Try upgrading Wine, you may not have the full new drive system.

For InstallShield try installing native DCOM first, eg

WINEDLLOVERRIDES=ole32,oleaut32,rpcrt4=n wine dcom98.exe
WINEDLLOVERRIDES=ole32,oleaut32,rpcrt4=n wine setup.exe
