[Wine] winecfg not creating ~/.wine/config file

I have write permissions, of course ;)

0.9.10? Did you mean a ~/.wine/config file?
I read that too, but its the truth.
But wine keeps on comlpaining about it missing a ~/.wine/config file

Can someone help me?
