[wined3d] henri's patch plus my port for the arb path
Description already says it.
I took a look at henri's patch, added the ARB_tex_rect extension stuff and
ported the changes to GLSL over to the ARB path. I don't think everything is
correct there, but at least it works for me now.
So if someone feels like he wants to test this, it's available now.
