Yes, but this doesn't mean that this is always possible.

I say that it can't be done without having a copyright law that will
be unacceptable in other ways.

I would very much like to have "Peace on earth", but I don't think
it every will be "Peace on earth". You can call that illogical if
you wish. It is up to you.
