What exactly do you mean by "access"? AFAIK, Wine has always been able to see whatever directories the user has access to even with Z: removed, but it can't open any files outside of drives mapped in dosdevices. I just tested notepad in 1.1.37 with Z: removed, and that's how it behaved: I could browse the directories, but not open any files.
