[PATCH v2] po: Update Traditional Chinese translation.

Hi,
I changed some of the translation because one of the project I am
translating requires not to "direct copy" translation from Microsoft.
However If the Windows used/ preferred the translation differs to the
suggestions in the patch, I would choose the Windows one, as long as
the project's translation guide allows that. I think this should
answer all the questions except the punctuation one.

On the same page, Microsoft also stated that when in documentation,
they only prefers half-width punctuation for parentheses () [] . A
check for the strings whether they are documentation is needed before
the correction.
I will update the translations in later revision. Thank you for the review.
